TERMS OF REFERENCE FOR Consultant & Data Manager

 

Background:

Government of India is going to initiate a decentralized state based World Bank assisted Integrated Disease Surveillance Project (IDSP) for Rajasthan in response to a long felt need by various expert committees. The project development objective is to improve the information available to government health services on a set of high priority diseases and risk factors. Specially project aims to:

Establish as state based system of surveillance for communicable and non-communicable diseases so that a timely and effective public health action can be initiated in response to the health challenges.

To improve the efficiency of the existing surveillance activities of the different disease control Programs.

The Programme will be coordinated and monitored by district and state level Surveillance committees following will be the constitution:

 

All 32 the districts will be covered .At peripheral level Community Health Centers laboratories will be strengthened and will provide laboratory data of their area. At district level district surveillance Units (DSU) will be established which would be connected with State Surveillance Unit through computerized MIS.

 

Project will be implemented from April-2005 to March-2009 (Rajasthan state is in second phase of project)

 

1. An outline of the task to be carried out by the Consultant (Training/Technical) Post (01)

 

Job Responsibilities:

      Identifying institutions for training of various categories of personnel, based on selection criteria

      Collate and review training

      Organize dissemination of training manuals and materials for training courses.

      Monitor training activities at the State level and districts.

      Monitor expenditure incurred on training and related activities.

      Assist in organizing independent evaluation of training and its outcome.

 

Qualification and Experience: Post Graduate in Medical field preferably in Public Health/ Epidemiology with minimum 5 years of experience.

 

Age: Below 60 years.

 

 

 

 

 

 

2. An outline of the task to be carried out by the Consultant (Finance/ Procurement) Post (01)

 

Job Responsibilities:

      Periodic release of funds to District Societies

      Monitor expenditure incurred by Districts under IDSP

      Budgeting by components and Districts.

      Obtain and review of audited accounts, SOEs & utilization certificates.

      Submitting documents to the Centre for facilitating disbursement from the Bank.

      Organizing audit for State/ District level expenditure.

      Organizing training of District level accountants.

 

Qualification and Experience: Minimum 5 year Experience of financial managements describe to have experience in handling projects supported by the World Bank.

 

Age: Below 60 years.

 

3. An outline of the task to be carried out by the Data Manager( Post -33)

    State Headquarter 1, Each District of Rajasthan one( Total 33)

 

Job Responsibilities:

      Supervise functioning of MIS unit of Integrated Disease Surveillance Project.

      Supervise functioning of Data Entry Operators.

      Organize information received from District surveillance unit

      Preparation of reports required under the project.

      Organize maintenance of IT hardware, software and WAN.

 

 

Qualification and Experience: Post Graduate Qualification in Computer Science or B.E in IT, Electronics with minimum 3 year experience, Preference will be given to those who have worked in health or social sector. 

 

Age: Below 40 years.

 

The application should contain applicants Name, Fathers Name, Age, Office and Residence Address with Telephone, E-mail Address, Qualification and experience supported by attested photo copies of relevant papers and must reach the office of the Director(P.H.) & Vice Chairman, State Malaria Control Society(IDSP) by 5.00 P.M. latest by 30 May, 2006.

 

Terms and Conditions:

(i)                  The tenure of appointment shall be one year.

(ii)                The appointee shall be paid a consolidated pay of Rs 10000/- (depending on qualification and experience) per month and shall not be eligible for any other allowances and increment in pay.

(iii)               In case journeys are performed in the interest of Project he/she shall be eligible for TA and DA as applicable to (6500- 10500) scale of state Service officers of Government of Rajasthan at minimum of Pay Scale.

(iv)              The candidate shall be eligible for 15 days casual leave in a year.

(v)                Apart from the benefit covered under the terms and conditions, the candidate is not eligible for any other benefit such as Time Bond Advance, Promotion Pension, medical reimbursement etc.

(vi)              The contract appointee is bound to make good any loss sustained by Govt. due to his/her misbehavior or negligence.

(vii)             This contract appointment shall not be considered as permanent for any reasons whatsoever.

(viii)           During the tenure of office the contract appointee shall keep all official information i.e. obtained or collected strictly confidential.

(ix)              In case any of the above conditions are violated the appointment automatically stands cancelled.

(x)                The consultant may have to travel extensively within the state and out side in relation to the project work.

Duration:

 

The duration of consultancy will be one year from the date of start of services, on retainer ship may be mutually extended for further period as per requirement. The duration shall be reckoned to start from the date of appointment to the satisfactory completion of all the tasks and handing over of all deliverables. In case the consultant is found guilty of breach of the agreement his services can be terminated of a notice of 15 days without any compensation. if he gives-up the assignment in between i.e. before the contract period, he shall require to give a prior notice of three months.

 

Review committee will consist of following members.

Review Committee will review and monitor the effectiveness of working of the Individual. All final out puts submitted by the individual including reports will be reviewed by the Addl. Director (R.H.), Member Secretary.
